Step 1. Create a new image and draw something like that:
Step 2. Then apply Filter/
Blur/ Radial Blur: Amount 100%; Type: Zoom;
Quality:Best Then do Filter/ Stlize/ Find Edges and again Filter/
Blur/ Radial Blur and CTRL + I plus draw something with white colour:
Step 3. Ok. Now aplly Filter/ Stylize/ Find Edges Filter/
Blur/ Radial Blur and CTRL + I. Then add colour CTRL
+ U and check the Colorize.
