Step 1. Create new image and apply Filter/ Render/
Clouds Do not forget to set the background in black and front - white.
Step 2. Then do Filter/
Artistic/ Plastic Wrap: Filter/
Stylize/ Find Edges and CTRL + I.
Step 3. To change the colour press CTRL + U and use checkbox on Colorize;
Hue 79 ; Saturation 79 ; Lighting 0 You should get the image like shown below:
