Step 1. Create a new image and write any word on it.
Step 2. Then apply the filter Filters/Blur/Gaussian Blur for the text layer. Then press CTRL+E and paste together two layers and apply Filter>Pixelate>Mosaic like shown on the image below:
Step 3. For the top layer apply Filters/Sharpen/Sharpen 3-4 times. Andyou can use also Image/Adjust/ Hue/satursation
