Hi, there. If you don't know how to create a fire in Photoshop please take a look at this small tutorial. Hope it will be useful for you :) 

Step 1. Creat a new image and apply the filter Filter/ Render/ Difference clouds

Step 2.  Then apply the effect Filter/ Render/ Lighting effects. Parametres is shown on image below.

Step 3.  Then do Filter/ Brush strokes/ Accented edges with the following data Edge Width : 2 ; Edge Brightness :40 ; Smoothness : 15. Here is the following image you should get in the end.
