Step 1. Create a new image with black background and write anything you like with white brush, then press Ctrl+E

Step 2.  As soon as we compile two layers use blur filter Filter/Blur/Gaussian Blur.  Then Filter/Stylize/Solarize and press Shift+Ctrl+L. If you did everything right you should get the image like this one below:

Step 3.  Then Filter/Stylize/Wind parametres: Method: Wind and Direction: From the Left. Then Image/Rotate Canvas/90 CW and apply the same filter till the image will be in the same position.

Step 4. Then aplly the filter Filter/Stylize/Glowing Edges with  Edge width: 1 ; Edge Brightness: 6 ; Smoothness: 8. Press Ctrl+U (галочку на Colorize) and set the parametres Hue 45 ; Saturation 55 ; Lighting 0. That's it!
